CLOPUD vs CLEUD

A Certificate of Lawfulness for a Proposed Use or Development (CLOPUD) confirms that work you haven't started yet would be lawful under permitted development. A Certificate of Lawfulness for an Existing Use or Development (CLEUD) confirms something already built or in use is lawful — typically used where past works were never formally certified, or a use has continued unchallenged for the relevant time period.
